Government incentive funding for local highway authorities now requires a clear road maintenance strategy based on whole-life cost, and encourages continued professional learning in preventative maintenance. Recognised industry voice for members

The RSTA represents members’ interests to government, industry and client bodies across the UK.

Collective representation and liaison with HM Government, Department for Transport (DfT), HM Treasury, National Highways, Transport Scotland, Welsh Government, Department for Infrastructure Northern Ireland and local authorities across all four nations.
Invited to participate in consultations from HM Government and HM Treasury.
Representation on the UKRLG Asset Management Board.
Chairs and represents members on National Highways Sector Schemes NHSS13 and NHSS23.
Active on key industry committees including the Highway Technical Advisory Committee (HiTAC) and UK Pavement Liaison Group (UKPLG).
Liaises with LCRIG, ADEPT, MSIG, MHA, SWRAMG, LGTAG and LoTAG – ensuring members’ interests are represented at regional and local authority level.

Members contribute to the development and review of industry specifications, ensuring work is undertaken to required standards.
Through BSI membership and representation on relevant technical committees, the RSTA assists in developing and reviewing both existing and new British Standards.
Represents BSI on the relevant CEN European Committee for Standardisation Technical Committees and Working Groups for harmonised BS EN Standards.
Promotes the road surface treatments industry at conferences and presentation events.

Training

An industry hub

The RSTA provides a comprehensive hub for training and professional development.

The RSTA Assessment Centre offers road surfacing NVQs from operative to management level, with CSCS cards issued directly upon completion – without delay.
CPD training for clients covering surface dressing, microsurfacing/slurry and spray injection patching.
Skid resistance and asset management courses delivered in association with XAIS-PTS.
A new online learning platform with courses in development on preventative road maintenance, permanent patch repairs and end-of-life solutions.
A proposed Pavement Engineering and Management Diploma being developed with the Institute of Highway Engineers (IHE), Institute of Asphalt Technology (IAT) and the University of Derby – covering Asphalt Technology, Pavement Engineering, Asset Management and Road Surface Treatments.

Best practice & competence

The RSTA demonstrates to the market that its members follow industry best practice.

The only organisation that can acquire NHSS13 certification on behalf of members, enabling the RSTA logo to appear on the Blue CSCS skilled worker card.
Development and publication of ADEPT/RSTA Codes of Practice, currently under member review.
Use of the RSTA logo signals members’ commitment to operative and management competencies and best practice.

RST Testing Limited, which is an ISO/IEC 17025 certified testing laboratory accredited by the UK Accreditation Service (UKAS) for completing some of the test methods in relation to surface dressing, including BS 1707: Method of Test for Uniformity of Transverse Distribution of Binder (Depot Tray Test), and the documentation of Type Approval Installation Trials (TAIT) and subsequent Visual Assessment reports for relevant road surface treatments.
